Balochistan Declares Miani Hor as Pakistan's Third Marine Protected Area

QUETTA – In a landmark decision for environmental conservation, the Balochistan provincial cabinet has officially declared Miani Hor as Pakistan's third Marine Protected Area (MPA). This significant move grants special protective status to the country's largest lagoon, a vital and ecologically sensitive area located in the Lasbela district, which is renowned for its unique mangrove forests and rich biodiversity.

The announcement was welcomed by conservation organizations, including WWF-Pakistan, which has long advocated for the protection of this unique coastal ecosystem. The declaration follows the designation of Astola Island as the nation's first MPA in 2017 and Charna Island as its second in 2024, signaling a growing commitment by the Balochistan government to safeguard its precious marine resources.

What is a Marine Protected Area?

A Marine Protected Area (MPA) is a designated section of the ocean or coastline where human activities are more strictly regulated to protect natural ecosystems. The primary goal is to conserve marine biodiversity, preserve critical habitats, and allow depleted fish stocks to recover. This is a critical tool in the fight against marine degradation and helps build resilience against the impacts of climate change.

Why Miani Hor is a National Treasure

The decision to protect Miani Hor is based on its exceptional and unique ecological value.

Pakistan's Largest Lagoon and a Ramsar Site:

Miani Hor is the largest lagoon in Pakistan, a shallow coastal body of water creating a calm, nutrient-rich environment. Its global significance was officially recognized in May 2001, when it was designated a Ramsar Site under the international Ramsar Convention on Wetlands, due to the incredible diversity of bird species the lagoon supports.

A Unique Mangrove Hotspot:

Perhaps the most critical feature of Miani Hor is its extensive and healthy natural mangrove forests. According to WWF-Pakistan, Miani Hor is the only location in the entire country where three different species of mangroves are found growing naturally. Recognizing their importance, the Government of Balochistan had already declared these forests as "Protected Forests" in September 2022.

A Growing Network of Protected Areas

The designation of Miani Hor as an MPA creates a trifecta of protected marine sites along the Balochistan coast, forming the backbone of Pakistan's marine conservation efforts.

  1. Astola Island (2017): Pakistan's first-ever MPA, known as a critical breeding ground for seabirds and the endangered green turtle.
  2. Charna Island (2024): Declared an MPA due to its rich biodiversity and its status as one of Pakistan's most important sites for coral reefs.
  3. Miani Hor (2025): The latest and largest addition, protecting a vital lagoon and mangrove ecosystem.

Threats and the Call for Nationwide Action

Despite its ecological importance, Miani Hor faces a number of serious threats, including pollution, overfishing, illegal logging of mangroves, and the impacts of climate change.

In a statement following the announcement, Rab Nawaz, Senior Director of WWF-Pakistan, praised the decision but also issued a warning and a call to action. He stated that "Miani Hor's delicate marine ecosystem and biodiversity are currently facing several threats," and he urged other authorities to follow Balochistan's lead.

His statement included a powerful call to action: "The federal and coastal provincial governments should also follow in the footsteps of the Balochistan government and declare more Marine Protected Areas." This highlights the need for a coordinated, national strategy for marine conservation to protect Pakistan's entire valuable coastline.
