About the Punjab Human Capital Investment Project (PHCIP)

The Punjab Human Capital Investment Project (PHCIP) is a landmark initiative by the Government of Punjab, implemented with major assistance from the World Bank. The project's primary objective is to increase the utilization of quality health services and to foster greater economic and social inclusion among the province's poorest and most vulnerable households, specifically targeting select districts for maximum impact. The project is strategically structured into three main components, each addressing a critical area of human capital development:

  • Component 1: Health Services Quality and Utilization (Approx. US$115 Million): This component is dedicated to improving the availability and use of high-impact, cost-efficient health services. It specifically targets pregnant and lactating women (PLWs) and children living in poverty. The goals are achieved through direct improvements in healthcare service delivery and the implementation of a nutrition-sensitive Conditional Cash Transfer (CCT) program.
  • Component 2: Economic and Social Inclusion (Approx. US$65 Million): This component has two sub-parts. The first, Economic Inclusion, aims to support income-generating activities for young parents (ages 18 to 29) from poor households with young children. It provides a comprehensive package including training in basic literacy, numeracy, and business skills; livelihood support through asset transfers (cash or in-kind); and intensive coaching. The second part, Social Inclusion for Education, aims to strengthen select educational initiatives to support these households and ensure their children build a strong educational foundation.
  • Component 3: Efficiency and Sustainability (Approx. US$20 Million): This component focuses on the long-term viability of social safety nets in Punjab. It involves modernizing and improving the coordination and interoperability of the province's social protection systems. This is achieved by strengthening the administrative, operational, policy, and planning capabilities of the Punjab Social Protection Authority (PSPA), which includes establishing a modern social protection service delivery platform.

Financial Management Specialist

Qualification

  • Preferably CA/ACCA/ACMA/CIMA or equivalent professional qualification; or
  • Master's Degree or equivalent in Finance/Accounting or relevant discipline from an HEC-recognized university.

Experience

  • At least 8 years of experience (5 years for CAs/FCAs) in Accounting & Financial Management.

Available Consultant Positions: Roles and Responsibilities

The PSPA is seeking to hire qualified, dynamic, and experienced individuals for the following long-term consultancy roles. Detailed Terms of Reference (TORs) are summarized below.

1. Financial Management Specialist (FMS)

The Financial Management Specialist will act as the Additional Director for Financial Management and Payments, ensuring robust oversight and control over the financial operations of the PSPA and the project.

Key Responsibilities:

  • Provide specialist services for PSPA programs and develop corresponding financial/implementation plans.
  • Establish mechanisms to strengthen budget transparency and accessibility at provincial and district levels.
  • Oversee the timely and accurate recording of all financial transactions.
  • Ensure maintenance of cash registers, books of accounts, and records to meet government and donor requirements.
  • Prepare and process withdrawal applications according to the funding agency's Disbursement Guidelines.
  • Track funds and follow up with the National Bank of Pakistan and external agencies to ensure timely credit into the project's account.
  • Process payments from the Designated Assignment Account as per applicable government rules.
  • Review and reconcile funds flow reports (e.g., PIFRA) with the government accounting office.
  • Prepare Interim Unaudited Financial Reports (IUFRs) for all government and externally-funded programs.
  • Prepare Annual Financial Statements based on International Public Sector Accounting Standards (IPSAS) Cash Basis.
  • Liaise with the Finance Department and Planning & Development Department for budget and release issues.
  • Coordinate with donor agencies and stakeholders for information provision.
  • Provide support to internal and external auditors.
  • Ensure meticulous maintenance of all data and records in soft and hard forms.
  • Act as the lead for the PSPA system operating all conditional and unconditional social protection payments.
  • Develop comprehensive manuals and guidelines for payment conditionalities, target groups, and mechanisms for each CCT/UCT program.
  • Develop and enforce strict financial controls for UCT and CCT policies.
  • Prepare annual budget estimates, phasing, and quarterly cash forecasts for each CCT/UCT program.
  • Monitor the complete Payment Cycle and prepare detailed reports on cash withdrawal, beneficiary enrollment, and discrepancies.
  • Liaise with Payment Agencies (PAs) to resolve payment-related issues and improve beneficiary services.
  • Ensure compliance with the internal control framework, Operations Manual, SOPs, and fiduciary guidelines.
  • Maintain regular liaison with the PSPA IT Wing for software upgrades related to the payment system.
  • Conduct regular data analysis with the MIS team to improve payment systems and reports.
  • Perform any other tasks assigned by the Project Director.

Qualifications, Experience, and Skills:

  • Remuneration: Maximum PKR 700,000/- per month.

2. Environmental and Social Safeguard Specialist

This specialist will be responsible for the effective and efficient implementation of all national and external funding agency's environmental and social safeguard (E&SS) requirements within PSPA programs.

Key Responsibilities:

  • Acquire full familiarization with the PSPA mandate and all program E&SS requirements, such as the World Bank's Environmental and Social Management Framework (ESMF).
  • Design and develop E&SS guidelines for all PSPA programs.
  • Develop a comprehensive mechanism for implementing and monitoring compliance with project E&SS requirements.
  • Review and revise project documents, including the Operations Manual and ESMF, to ensure compliance.
  • Provide guidance to district focal persons and ensure screening of all subprojects for environmental and social impacts.
  • Support the implementation of social risk mitigation and management strategies.
  • Prepare relevant safeguards instruments, such as screening checklists and site-specific Environmental and Social Management Plans (ESMPs).
  • Prepare, implement, and monitor site-specific ESMPs for sub-projects involving new constructions (e.g., additional classrooms, health facility expansions).
  • Ensure safeguards compliance through regular field visits and independent monitoring.
  • Play a key role in developing TORs for procurement of specialist services related to E&SS instruments.
  • Review contractor's ESMPs from a safeguards and gender perspective and supervise their implementation.
  • Prepare and maintain a Stakeholder Engagement Plan for the PHCIP, coordinating consultations and managing feedback.
  • Conduct consultations with affected stakeholders, focusing on E&S impacts with a gender-specific lens, particularly for women, children, and vulnerable groups.
  • Support the planning wing in preparing a gender action plan for PSPA programs.
  • Develop and implement a safeguards capacity building and training plan for all team members and stakeholders.
  • Monitor and support trainings on gender-based violence (GBV).
  • Manage responses to E&S-related incidents and non-compliance issues.
  • Submit monthly progress reports and prepare quality E&S compliance reports for stakeholders.
  • Ensure complete documentation is maintained for the entire ESMF implementation process.
  • Work with the communication team to develop gender-sensitive IEC materials.
  • Help design and report on a citizen engagement strategy and beneficiary feedback indicator.
  • Ensure the project implements and reports on gender-tagged actions.
  • Liaise with the GRM department and provide technical support to address GBV complaints.
  • Perform any other tasks assigned by the competent authority.

  • Gather, organize, and interpret data in a logical and functional manner.
  • Perform analysis of CCT and Economic Inclusion (EI) data, identify trends, and highlight deviations.
