LHC moved against traffic challan commerce limit
A legal challenge has been filed in the Lahore Regional judicial body (LHC) challenging the directive of assigning traffic wardens a daily commerce limit of issuing 25 traffic challans, with the petitioner terming it a violation of residents' fundamental freedoms.
The legal challenge, filed by citizen Jamila Fatima through Advocate Azhar Siddique, argues that the fixed target effectively turns traffic application of statute into a income-driven exercise rather than a lawful regulatory function.
According to the plea, the imposition of a daily challan commerce limit constitutes an abuse of body and may lead to abuse of powers by traffic wardens. It contends that such a system creates pressure on representatives to meet targets, potentially resulting in unjustified or false fines, even in the absence of actual traffic breaches.
The petitioner further submitted that the directive reflects an attempt to transform the traffic police into a income-generating body, undermining the principles of fair and impartial application of statute of traffic laws.
The judiciary has been requested to immediately suspend the commerce limit system and to seek relevant notifications and directives issued by the traffic police regarding the directive.
The petitioner also urged the judiciary to ensure that traffic application of statute remains focused on general safety rather than income collection.
