PTI, HRCP slam Punjab's habitual offenders proposal
The Civil liberties Board of Pakistan (HRCP) and the Pakistan Tehreek-e-Insaf on Monday expressed deep concern over and slammed the proposed Punjab Control of Habitual Offenders and Anti-Social Behaviour Proposal , warning that it appeared to grant sweeping powers to the executive without adequate judicial supervision or due-process safeguards.
The Punjab House on Sunday witnessed a stormy assembly session dominated by sharp disapproval of the proposed proposal. The proceedings were overshadowed by House chairperson Malik Muhammad Ahmad Khan's surprise expression of ignorance about the proposed proposal. The controversy erupted after rivals MPA Rana Aftab Ahmad Khan contended that the proposed legislation violated fundamental civil liberties and could affect future generations.
The house chairperson had voiced serious concern over the proposal's procedural handling, saying no proposal could be referred to a panel without the house chairperson's signature and termed the revival of colonial-era legislation unacceptable.
In a official comment released on X today, the HRCP stated the proposed legislation could allow representatives to impose intrusive restrictions on individuals, including monitoring activity, limits on mobility freedoms, interference with property, and curbs on liberty of expression and address.
The board stated such measures, which directly affect fundamental freedoms, must comply with constitutional principles of legality, necessity and proportionality rather than reflecting archaic and repressive colonial-era laws.
HRCP further announced that it planned to hold consultations with multiple concerned parties, including legislators, to build strong rivals against the proposed proposal and other similar legislative measures.
