The Sindh Regional judicial body (SHC) on Thursday directed the regional governing body to submit a detailed short report within a fortnight in response to a legal challenge alleging that over 200 children of industrial labor contracted human immunodeficiency pathogen (HIV) and nine died due to negligence at a province hospital in Karachi.

The legal challenge, filed by Advocate Tariq Mansoor, asserted that the HIV outbreak at the Kulsum Bai Valika (KBV) Hospital located in the Sindh Industrial Trading Estate (SITE) area was caused by the reuse of contaminated disposable syringes and gross medical negligence, resulting in the spread of infection to over 200 children, with several documented deaths.

The Sindh top bureaucratic official, Labour and Human Resources secretary, Wellbeing secretary, Sindh Employees Social Protection Institution (SESSI) chairperson and commissioner, KBV Hospital medical superintendent, KBV Hospital medical superintendent (suspended) Dr Ghulam Mustufa Abro, Drug Supervision body of Pakistan chief executive officer, civil liberties secretary, Sindh Child Protection Body director senior commander, inspector senior commander of police and Employers Federal of Pakistan head were nominated as respondents.

Furthermore, a letter addressed to the top bureaucratic official and other senior province representatives, dated Public demonstration 31 and submitted by the counsel, shared with The Express Tribune , observed that the outbreak initially infected 84 children between November 2025 and February 2026.

The KBV hospital, functioning under the Sindh Employees Social Protection Institution (SESSI), established under the Sindh Employees Social Protection Statute, 2016, is responsible for providing medical facilities to the insured labor and their dependents, the legal challenge detailed.

A division judicial panel comprising Fairness Adnanul Karim Memon and Fairness Adnan Iqbal Chaudhry heard the instant judicial challenge legal challenge, filed under Article 199 of the Constitution, for the application of statute of the fundamental freedoms guaranteed under Articles 4, 9, 10-A, 14, 19-A, 25, 37 and 38.
